Long Beach Opens its First Cannabis Equity Dispensary

Long Beach has opened its first cannabis equity dispensary, marking a new milestone in its efforts to expand access and provide economic opportunities for those disproportionately impacted by past criminalization.
The newly licensed dispensary, Off the Charts, located at 6037 Atlantic Ave, in North Long Beach, was awarded a program grant through the Cannabis Equity Program.
Administered by the Long Beach Department of Economic Development & Opportunity, this program provides eligible entrepreneurs one-on-one financial and technical assistance, business development support, and legal consulting services. Through the funding from the California Governor’s Office of Business and Economic Development, eligible applicants can receive direct grants of up to $350,000.
Long Beach City Council approved the Adult-Use Cannabis Business Ordinance in 2018 to support equitable opportunities in the cannabis industry, which was later adopted in 2022. In September 2024, eight equity applicants were selected to move forward with the Program and six of those have now secured locations to progress through the City’s licensing and permitting process. Five of these equity dispensaries are expected to open later this year.
The City of Long Beach reopened applications for direct Cannabis Equity Program grants in July 2025, following a temporary pause. Applications are currently being accepted online and will remain available on a first-come, first-served basis until funding is exhausted.
